When do leghorns start laying?

I have three leghorns. Two of them started laying last Monday at 17 weeks old. The other is nowhere near ready to lay. Very small comb and wattles that aren’t red at all. Very quiet and isn’t squatting. Patiently waiting for the last of the three to start laying!

I think my second started at about 21 weeks
