When do you raise the humidity?

Do you raise it on day 18 (chickens)/25 (ducks) or do you raise it on the day they're due to hatch/when they internally pip?

I read that you raise the humidity during lock down.The last 2-3 days before hatching.

That is correct. But, if you find that for some reason your air cells are too small, you could delay until you hear chicks chirping in the eggs, or you get your first pip... but I'd not go that route unless I could check the bator every couple of hours or so.
