To give the birds something to do try digging up the run so they dust and search for bugs, worms etc.

How crowded is your flock?
If the 50 RIR's were added last year I would send the rest to freeze camp ASAP. That would reduce feed costs and most likely reduce feather loss.
Have read any of the threads on fermented feeds?

I would start by sending all hens over three years of age to freezer camp. You do not mention the type/breed of hens in your flock which could impact egg production and quality.

If your pen is uncovered, zig-zag 50# mono-filament fishing line back and forth across the top. Tie a few strips of fabric or other material to the line to show there is something to avoid.

Have you started a petition to have the city council approve backyard flocks?
Of course they will most likely not approve roosters, so think about verbiage requiring a yard to be a certain size for roosters or so many feet from a house.
