Is she a he? A cockerel or pullet post

This is my 13 weeks old Easter egger, Chloe. I'm wondering if she is turning out to be a he? This is my first time raising chickens, but I'm pretty sure she's not supposed to have that pointy feather in the back. She has spur buds(but so do some of the other girls) and she is very cocky, as in she'll wait until my back is turned and charge at me. She's the craziest out of my 4, but is also the smallest. She doesn't have much of a comb yet, while some of the others already do. So many conflicting signs! But that feather stares me in the face everyday shouting rooster. Any help from you experienced chicken people?

That's a pullet. They sometimes get those funky looking sickle feathers but they molt out of them.

But, just cause she's a girl doesn't mean you need to excuse poor manners on her part. Don't let her charge you, for heaven's sake. Chase her little butt around the pen any time she even thinks of it.
