You might want to check out the thread on No Crow Collars at https://www.backyardchickens.com/t/967331/no-crow-rooster-collar. Since no roosters are permitted in your neighborhood, I would strongly suggest just removing any roosters you have from your flock. Sooner or later, some cranky neighbor is going to report you to the proper authorities, and not only will you lose the rooster, but you could run the risk of having your entire flock impounded.
