I have a new pair of homers that are setting for the first time. I am concerned that they have not hatched yet. Their second egg was laid on Jan 16th. I think they should have hatched between the 2nd & 4th of Feb. Today is the 6th, which I figure is the 20th day. I could use some advice and or words of wisdom. Are these eggs not viable?

I would guess that these eggs are not viable. I would leave them another couple of days 'just in case' and then toss them. Very frequently in my experience first eggs do not hatch especially if the hen is young. Also this time of year eggs frequently become chilled if the parents do not set very tightly on them. This time of year I always removed the first egg, put a dummy egg in the nest, and then returned the egg to the nest 2 days later when the second egg was laid. Very likely your birds will be successful on the next round. Good luck.
