Belly Feathers

I have 12 Campbell khakis that are about 6 weeks old. They seem to over preen their belly feathers(or lack thereof) and are not growing feathers there. I have attached photos of their enclosure and of the problem area (it's neither the worst nor the best of the severities , but about the average). I rinse the flooring (wood) off 3-4 times per day. I feed them a mix of chik starter feed, kale, and duckweed. I change their bath water three to four times per day. Is it mites, live, wet feather, or just part of their development? Thanks!

I would consider trying some chopped straw or shavings on top - see if for some reason the damp wood irritates them.

Also they now need to be on a grower-maintenance ration till about a month before they start to lay (at that point, add crushed oyster shell on the side, then switch over to layer).
