Is there a heat lamp out there that doesn't get 2nd degree burn hot? I'm trying to figure a brooder for my Buttons and the biggest obstacle for me is the heat source.
 
That is one of the main problems encountered with the use of a lamp - they produce a LOT of heat. Alternative heat sources may be more what you are looking for - such as a brooder plate, etc. How many birds are you brooding at once and in what size of an area? This will factor into which alternatives may be a good option for you to use.
 
Right now I've only got four buttons in the brooder, but in a couple weeks I will have more. They're in a 10 gallon aquarium, I put a lower watt bulb and that seems to have worked reasonably well, but I will definitely check into a brooder plate to see what those are about. I imagine it's like a heat stone for reptiles?
 
Lower wattage bulbs, possibly a dimmer on the circuit, or some other heat source like the heating pad cave are alternatives, but I suggest your biggest problem is the 10 gallon aquarium. The best incubators and the least stressful in my opinion are larger incubators, big enough so you can only heat one area and let the rest cool off. Straight out of the incubator my chicken chicks are really good at regulating the heat themselves, I can’t imagine quail being any different. As long as you keep one area warm enough in the coolest of conditions and another area cool enough in the warmest conditions they can take all the stress out of it for you by managing that themselves.
 
I just use incandescent bulb light bulb 60-100w. It keep the temperature around 80-90°F, which good enough.
