Bloody eyes

This little one just arrived today while we were at work. No idea what this odd condition is. Looks bloody around the eyes, or at least red, and some blood around the nostrils. Anyone have advice or know what this is from? First time I've seen this in three years.

Not sure about pecking. This was a lone hatch. Just found it under mom among other unmatched eggs. Made it through the fist night after segregation and keeping under a lamp. But this morning it's eyes were glued shut. Rubbed with water and got them open. Looks like dried blood or just red skin around the eyes. We'll see what happens with time I guess.
 
Wonder if mom attacked him. I think the little guy will do much better if you could raise in a brooder with a heat lamp. Really think he was pecked and he couldn't do that to his own eye.
