Chick's well Over Hatch date ??

I ordered some quail eggs online and they arrived on April 21st of 2016. On that day, after I received them, I let them settled after their trip just like I had read online from multiple sources. I've consistently turned the eggs 3 times every single day and kept a good temp of 100 consistently. I've candled the eggs and I can see the chick's moving a bit, and I believe they are well over their hatch date. Am I wrong ? What tips do you have ? Should I just assume they aren't hatching ? Do they need help hatching? I'm just worried about them.
 
Are you incubating still air or forced air? If you're doing still air you actually were incubating them a degree and a half too low, since for still air you want the temperature to be 101.5 degrees at the top of the eggs. This could definitely cause a late hatch.
