Yes, they should be able to process cracked corn. Make sure they have access to grit.
Honestly...at 3 weeks...they are still at the beginning of their growth cycle. I'd keep them on a chick feed for at least 7 more weeks. The more varied the diet, the more varied the nutrition.
But as a supplement, yeah they should be able to digest cracked corn.
