Could this be from debris? Although I can't see anything in her eye, we live in a dry area with lots of foxtails. Our cats and dogs have to be constantly checked and groomed for foxtail removal. None of my other chickens have signs or symptoms of resp illness. I noticed it day before yesterday and have been treating her eye with vetrycin optical gel.

A single bubbly or oozy eye in a single bird is usually a simple minor infection. I was going to recommend using Vetricyn to clear it up but looks like you've already got that started. Good job.
