Help! Bobwhite Chick BITING Off Toes

I have less than 15 Bobwhite chicks in a 90 quarts plastic bin and they are biting each other feet off. There is a lot of space w/ food and water and reptile red 60 watt light bulb. What I am doing wrong? I would greatly appreciate all of your help.

How old are they?

I've never kept bobwhites but as far as Coturnix chicks go, they love trying at toes until they realize it's not food and aim for the crumbles, you usually have to peck for them to get them to realize what the food is.

Unfortunately.... Because the biter has probably gotten a meal from biting off a toe, I think it will keep hunting because it paid off before - I would seperate my aggressive chicks that are just confused about what to peck at in a clear glass container in the brooder and when they stopped lunging for other chicks they can see walk by and finally accept their crumbles, I reintroduce them and it's usually been solved.
