By October all plants have gone dormant. Nothing is going to grow until April. Do they not understand this? I think you did what was required. (Our soil is such crap that the run area is going to be the best once it is planted)

Knowing Colorado soil, what you did was just fine... that will be the best soil for them to 'plant' in come spring...

Hand them a little baggie full of grass seed. That's foolishness. They are now home owners. Along with that comes stewardship of their land. When I had earth work done a couple of years ago, the guy who did it promised me that the site would be "grass ready". In other words, all I would have to do would be toss the seed around, rake it in, and i'd have a lawn. Yeah... right!!!!! Not! I spent about 3 weeks raking rocks, hauling boulders out, and back dragging it with a bit of fencing, a couple of tires, and cinder blocks and my little lawn tractor. Still have 2 sections to complete, one being turned into an extension of BTE , and driveway extension, and an other that has yet to be leveled and planted. Not worth the hot air to bother to complain about it, but he'll not be allowed back on our property again!
