I was told I have 30 days get rid of my hens...Help!

I was told I have to get of my chickens . By the 29th of July I'm so hear broken they are my girls. I just don't understand when annapolis a city can have them and I live in the of town Edgewater and need an acre for a few birds I have a half acre. I just don't get it. Baltimore can also have them.does any body know how to fight this or what I should do.... Please help
