Desperate to Keep Chickens

I'm crazy about chickens but am moving from a farm in NM to a townhouse in Frederick MD. I don't think they will allow me to have "Urban Chickens. I want to know if anyone has been able to get around this by having their chickens indoors? If so, how do you enable them to lay eggs if they are wearing a diaper?

Any info would be helpful and what breed adapts best to being indoors?
