What is the required height the window sill has to be for a residential building?

We are in the process of building a house and will be buying windows soon. One thing I can't find is the required height the sill has to be above the floor and below the ceiling. I was looking to get 36x60 inch windows and install them 2 feet above the floor.

One big problem is we do have a 11 month old. I keep seeing something about safety glass or guards.

I can't find much information online for the NY building codes for the windows. I want to know what we need to do to be within code and for safety proposes for our son. Our house was built even higher above the ground due to the water levels in the ground around it so there is going to be a decent height from the ground to window sill.
 
Shouldn't this be in your blueprints? Whoever issued your building permit is the one to ask, they're the ones to sign off on it.
 
We had a friend that was an architect and college professor do the prints but he has different sized windows than what we want. His prints don't have much on them. When he was doing the prints his brain cancer returned and his wife moved to her parents with their daughter and filed for divorce all at once. It was hard to talk with him about anything cause of what he was going through. It took a while just to get him to put in some of the stuff we wanted. He kept doing it different or forgot what we wanted. We didn't want to bother him to much so some stuff we left them as is.

Well if you change the size of windows and such you will have to change other things like the size of headers for one.
 
None of the window openings have been made or framed except the large windows we have already bought. They haven't been installed yet since we didn't want kids snowmobiling by them and decide to break them for fun.

Here's a picture not long before we stopped working on it. It's taken from the back end.

 
It seems like the average height is 24". We decided to have the windows on the front of the house 54" tall with grids. We will have these match up with the top of the entry door. The side windows we will have 62" tall but let them come up higher since there won't be any doors beside them to notice the height difference from. It will be 10" from the ceiling without the trim.

My next problem is I don't know what size to get for the kitchen window. I've seen pictures of windows that start at the counter top and love the look of them. I think it would bring in more light into the kitchen as the sun is moving around without taking away to much cabinet space. I don't know what height the window should start at to get the look though.

Here is a picture of what I like. What height should the frame be at to get this look? I don't know what the standard height of cabinets are with the counter top.
