it has light blue light pink cere with two white/beige rings surrounding the nostril. it also does not sing like my other male instead squawks alot.

are you sure and how can you tell?
nare not blue. if young it could change but not likely

Your budgie looks very young (as evidenced by the bars on the head coming so far forward). I'd say you'd need a bit more time to know gender for sure.

ok, but the white beige rings are evident, she is young and the little blue at the bottom and side, but those rings are surely there.

It's a male because since he is so young the blue is only starting to come out

It all good checked it out from a vet DNA test and it is 100% female
