13 Months Old with tiny wattles

Hi! I have an "Ameracauna" (or was sold to me as such) that is 13 months old, has never layed an egg, and whose wattles have still not matured. She has wattles, they are just tiny pullet wattles. She also occasionally sings the egg song (has since last fall), squats, and follows the other hens on every trip to the nest box. Do her immature wattles indictate that she is not going to be able to lay? Thanks!

Here is a picture. Her name is Toaster (so named by my four year old for no apparent reason.)
 
She's not an Ameraucana.....
....probably some kind of mix due to the modified straight comb,
but I don't see any beard or muff to indicate any EE lineage..

Hens don't always have large wattles.

As to why she hasn't laid, I don't know.
Does she free range and thus might be laying out in her range area?

Her comb and wattles don't look particularly pale.
She sqauts.
Have you checked her pelvic points?
2 bony points on either side of vent:
Less than 2 fingertip widths apart usually means not laying.
More than 2 fingertip widths apart usually means laying.

Thanks for the responses, she does not free range. She is tractored along with three other hens. I have wondered if maybe she's just laying a brown egg and I haven't noticed, but I've never gotten four eggs in a day and it seems that would have happened by now. I get three eggs a day nearly daily. I'll try to catch her and check her pelvic bones. She's flighty and HATES being held :)
