3 1/2 week Swedish Flower Hen . pullet or cockeral?

It's a pullet. The sexing is more prominent at 4 weeks with Swedish flower chicks.

I can tell at 2 weeks since I only keep Swedish flower hen flock.
I am really considering this breed over speckled sussex because I can attain hatching eggs locally.
Do the hens go broody, and do the males exert aggression toward other males, in your opinion?

With Swedish flower hens they need to see another hen to go broody to understand, but it's like a 2% chance they will do it.

I have 2 hen that went broody after seeing my Phoenix hen hatch a small clutch of eggs.

If the cockerels grow up together they aren't as aggressive with the hens and they avoid the humans.

I have 5 older cockerels coming to age and they know there place cause there dad keeps them in check.

So far no issues, we'll see as they become a complete adults. They all sleep in the same coop and they behave.
