Any help? Two out of three are roos? Say it isn't so....

We bought three chicks about three and a half weeks ago, and have been having a great time raising them. But, I'm worried that two of them are cockerels. They both seem to be developing pretty prominent combs to me (though, I'm a first-timer at this). Anyone want to weigh in? Here's Over Izzy, the Barred Rock:

Roosters are illegal where we live. If we have to give two of them away, any advice about how to take care of the third? I don't want her to be lonely, but I'm worried about putting her in with two new chicks. Is there a good post on that topic?

Thanks much. Izzy has been our favorite, and we'd be bummed to lose her....
