Aviary floor

I was just wondering, after reading and researching about what should be on the floor of a duck aviary, what would be better? River gravel then sand over it or mulch? I want something that there won't be any dirt and best for the ducks. I'm leaning more towards the sand even though its more money its probably saving me more over time because I'll have to keep getting mulch to fix it up.

I would go with sand! That's what mine has!
