I expect they just rounded up some speckled birds and left it at that

Maybe the hatchery got your order mixed with someone else? I have LeghornXgame mixes that look like that.

I've had exchequer leghorns with both yellow and white legs.

I sent a picture to Ideal Hatchery and they said they were Exchequer Leghorns.

I think they are a cross.

What color are the legs? I can't tell from your images. Yellow, with flecks of black? That would point to Ancona.
