I find it hard to believe that laws are the only thing stopping people from harvesting wild turkeys with there bare hands, but, you are the expert.

The Migratory Bird Act does not apply to wild turkeys. Individual state laws do apply to wild turkeys which are not migratory birds. Every state has it's own laws concerning game birds which wild turkeys are.
