Crazy leg picking

Help, My adult tom is picking at his legs. He is running in circles picking at his knees and it is driving him crazy.I have treated him for mites and covered his legs with vasoline multiple times. He stands in the water bowl to get relief but nothing helps. I have blucote and am going to try that next. Has anyone had this problem if so I want all the advice you can give. All ideas welcome.

Could it be an allergy of some kind? What kind of bedding is he kept on?

We live in Georgia and he sleeps outside high on a perch and free ranges in a fenced acre area with three hens. The girls are not exhibiting any symptoms so allergies are something I never considered. Good idea! I am going to think of any changes I have made in the past few weeks or nature has provided and keep trying. Thank you so much for your reply. Keep them coming people.
