Crested Mallard Development Question

I have a crested mallard drake who is just about a year old. He is disabled and we have come to expect delays in development. His head has some green highlights but he never got a full green head. What age does this usually happen? Does anyone have experience with crested Mallards?

The closest i own is a grey call drake, so he mimics the appearance of a mallard, he developed the green head under 1yo, he isn't even 1 till April and looks like this.. Obviously him in the front. Sorry, no experience on crested. Hopefully, someone with one can chime in but this gives you an idea anyways.

i have a male mallard who does not have the full green head and he is 9 or 10 months old now i dont think he will every get it cause my other 2 males already have the full green head and he does not
