I use forced air. If they don't start on the maximum of day 18 I'd make a tiny pip in each shell. I have only hatched them once 4 out of 6 hatched. The temp has to be a steady 37.5 degrees celcius. (The power went out so many times when I hatched mine) I had to hatch all of my chicks, so don't be afraid to do that. The chick in your last photo had difinetly developed, but hadn't hatched.
