Can you just dig a mini-pond near the creek and have it fill naturally? Then place the fencing betwix the pond and creek on dry ground? A tube can then be added to the mini-pond for run-off purposes.
Depending on the flow of the creek at times and what travels down it (logs and brush) it could damage the under water fencing. Also, the fencing material may not hold up well and rust.
