From Brooder to Cage

So my quail are just about 3 weeks old and man they seem to be completely feathered out except a batch on middle of the back.

Is 3 weeks of age a good age to move them to cages and remove from brooder?
They will be kept in my insulated detached garage. Weather here in WI has been in 40's rain and chilly.
 
I think the rule of thumb is 99 degree's at hatch and drop 5 degree's weekly, so your bird temps should be 84 degree's. Unless I'm counting my fingers wrong.
 
If they are in the garage, maybe they could be moved to cages and still have a heat bulb turned on a corner of the cage?

If they are piled up on top of eachother in the light, they are too cold, and put em back in the brooder.
