Frostbitten legs?

I’ve noticed in the past few weeks that my rooster has been avoiding running and jumping. Lately it’s gotten worse and he has trouble keeping his balance when I put him on the ground and has to use his wings to regain his balance. The temperatures where we are have gone up and down like crazy and I did notice some black marks on his toes (nothing on his foot pads so I’m ruling out bumble foot). Other than the foot issue he’s been eating and drinking normally. Is this frostbite? If so how can I treat it and how long should it take to recover?
