Easter egger, and definitely a cockerel. He has pointy saddle and hackle feathers.

Looks like an Ameracauna or Easter Egger hen. I had a Banty like this, years ago. But good luck! It's hard to tell some times. I'm still waiting on two six month olds but I think they're both roosters.
