NEPA Flock Friendly Counties & Townships

So I'm currently in Scranton, PA and looking to get the heck out of here! I want to be able to keep chickens and potentially other farm animals in 2025. What areas are there that allow this? I'm open to anything in PA but trying to stay more to the East to stay nearer to family.

Stay out of Luzerne County. Most of the cities in the county go by the county zoning laws which expressly forbid backyard chickens.
