No Crow Collar for young cockerel?

I'm trying to find a new home for my 2 1/2 month old cockerel (I live in the Buda/Kyle TX area) but am afraid he'll start crowing before I re-home him. He's very nice but I can't keep a rooster in my area. I got the no crow collar for one of my hens (weird, I know) but was wondering if anyone's tried the collar on a young cockerel? I assume it depends on the size you order and it needs re-adjusting because the chicken will grow.

We have a rooster, that is under 6 months old, so I guess he is still a cockerel. But anyways. As soon as we got him we put a collar on him, but it’s just loose fitting Velcro that works just as well as the collar, and he literally never crows or trys.
