I lived in the city 50 years ago and they had livestock prohibition ordinances. I also was a city/county combined health inspector back then ( I moved out of the city during that time). If no one complained you might of been OK for years. But if you got inspected it was over! Roosters was a bad idea, cleanliness was paramount! Rats and mice feeding and breeding in pet yards was the normal problem that ended chicken raising for the citizen, that and crowing roosters! I being a chicken keeper had my prejudices and enjoyed seeing some of the chicken set ups and birds the people kept. I felt really bad for some keepers who kept a clean and healthy operation. Still some of the chicken keepers did bring problems to their neighbors with odors, flies and rodents being chief among them. Keep a low profile, no roosters and be very clean and keep up your coop and run very well. Try and get out of the city if possible!
