FYI, baby pigeons have huge crops compared to chickens. Pigeons also have a different type of crop... Pigeons have what looks like a double crop, chickens have just the one on the right side.

Have you looked down his throat? Could swelling be blocking his throat?

Please read this: http://www.hopkinslivestock.com/oral_dosing_article.htm before trying to give him liquid. Personally, I'd give a little bit at a time as shown until you see how he's doing.
