Plumbing conundrum

Get someone to take a water hose onto the roof and put it into the vent and turn on the water for a while. Make sure someone stays the house just in-case any fixtures decide to overflow as the water may seek its own level when the crud breaks loose. In a dry/flat vent stack situation what happens is that crud(splashback)builds up over a period of time between the flow of waste and the vent-stack thus blocking airflow into the system.

As stated earlier, this may not be your particular problem, but the symptoms you describe make it the most likely suspect.

ETA: I would call the plumber back and find out exactly what he found and what you are going to get for the money. Is he going to guarantee that his fix is going to cure the problem. Also, get more quotes!
