Question on Oklahoma laws

I plan to eventually raise quail, guineas, and emus along with chickens but I don’t know if I can own emus here. The laws say that ratite birds (emus,rheas,ostrich, etc) are exempt from import and export permits and I have no clue what that means here is a picture from OK exotic animal guide.

It looks like you won't need a permit if bought from a US source. Or a breeder license once you have them per state rules and regs. I would look at county/city codes to see if you can even have them there.
