Roo or Hen?

We have an ameraucana chicken who is about three months old. We assumed he's a rooster, but we aren't sure. The other two roosters his age already started crowing, but we haven't heard a crow from him. Also, he has no wattles. Can anyone tell me if this is a rooster or a hen?
