I know Sapphires develop combs pretty early. but this little one's comb is getting pretty pink, and they got pretty prominent spur nubs, is it too early to tell or are they definitely a cockerel?

The sooner the better. It's my experience the older they get the less people want them.Aww man, As much as I'd like to keep him, I live in the suburbs so i will have to rehome him eventually.
