Yes, sultans are a recognised breed. Their comb is different and of course they do not have silkie feathering. I will say that silkieXpolish look very much like sultans.
 
My silkie girls really stood up to NYC winter very well. Their fluff makes them stay warm. I am thinking my Sultans might not be as eeasy to care for because they are smaller and hard feathered. I could be wrong...cause my Polish Bantam took winter on well also.
 
I had bad luck with sultans, but I have really good luck with silkies. I think Sultans do bad in cold weather. That is when I had trouble was when it hit 0 nights. I would reccomend haveing a barn or somewhere you could use a heat lamb in the winter if you was going to raise sultans my silkies did fine.
