Darn, I am not seeing that on the heads of my chicks either. They are 2 1/2 weeks old. Will they still get the long fur do you know? I do know their feet are covered with fir

That chick appears to have a vaukted skull. Vaulted skulls do not necessarily mean bigger or better crests. They can also be susceptible to injury.
This pullet has a nice crest:

She has a vaulted skull (hard to see, but its in there):

My part splashed gets bullied all the time too and he is pretty beat up

he has had half of his tail feathers pulled out and I also don't know how to stop this.

You can breed them, but the resulting chicks most likely will not be standard colors.

No. You can only get splash from a blue x blue (or blue x splash) breeding.
