Tail feathers not coming in

I have a 9 month old Buff hen whose tail feathers have not grown in. I've never seen this before. Perhaps she is just slow to develop? Her behavior and laying is normal. Could this be due to stress from the rooster? Any thoughts?

You know, I actually have a rooster with a similar tail. I'm wondering if it's simply genetics that are the cause.

A couple of my 20 month old Buff's have shorter tails now too. I noticed this after a molt, like they just didn't come back in full this time. Maybe its normal behavior for them? Anyone......
