Trail of butt feathers everywhere she goes

My 8 month old Welsummer is losing the fluffy butt feather. Every time she lays an egg, bunch of feathers, takes a dust bath, her feathers are everywhere. She's got a skinny butt now, no bald spots. It looks like new feathers are coming in, but could she be molting now? It also looks like dandruff, around there, but not the black and red people say are mites. We are about to have a cold snap and I worry she'll be cold.

It sounds as if she is molting. The 'dandruff' is very likely the sheathing from the new feathers .
