Week-old chick is constantly making a whole-body retching motion and opening and closing beak. Clear liquid occasionally comes up.

He was motionless in the brooder, so I brought him inside and gave him drips of water. He spit it all back up. He mostly lays with his head on the ground while making the retching motion. He jumps up and chirps every few minutes.

That means he isn't passing food.. check for pasty butt as it's deadly fast.

I cleaned his vent with warm water and a cotton swab, it did not appear to be pasty butt. I noticed that his poop is white diarrhea with a yellow tinge. Is this possibly pullorum disease? No other chicks in the flock appear to be showing symptoms.

Did you get him from a hatchery or feed store? Could he be eating bedding? How does his crop feel?

He came from a hatchery. It's possible that he was eating bedding, but his crop felt normal. He ended up dying that night.
