Weird shoulder feathers. Normal for OE?

This one hatched from a green/olive egg. There’s something weird going on with the shoulder feathers. They stick up at an odd angle. Anything to be concerned about? Also noticed today he or she has some feathering on the legs. Any clues to what he or she will be? An Olive Egger, correct? I was told the rooster was either a French Cooper Maran or Ameraucana. About 4 weeks old.
