What breed is this chicken and is it a rooster

My son hatched this little one at school and was able to bring it home when the class project was done. The teacher says the hatchery sends random eggs and has no idea what is what. This little one is about 3 weeks old now and I was wondering if it was a hen or rooster and what breed.

Could be an australorp. At 3 weeks it's too soon to tell if it's male or female. Some cockerels will have comb development that early, but many will not. Unfortunately it's wait and see for this little one.

6-8 weeks old. Sometimes 12 weeks.

It looks like a pullet for now though.

And looks like a Black Australorp to me.

It looks like a Black Australorp! Mine are two weeks old right now and are supposed to be pullets.
