What do I do

I have a kikiriki Azteca rooster a tad bit smaller than Oegb (old English game bantams) and a silkie hen,

When the rooster walks up the the silkie she just squats like waiting for him to mount but he just stares at her and pecks the back of her head and walks away why does that happen is he uninterested?
