What kind of ducklings are these?

Are they black bellied whistling ducks? They were found outside a busy downtown area, about to get crushed by construction vehicles or run over by a car, with no momma in sight. I'm in Texas.

They look a little like mallards, but just about every duckling with that coloring looks like mallards. Where in Texas are you? I know a guy in Irving with a duck/chicken/turkey/pheasant/everything farm who will probably take them off your hands. I can't guarantee he won't sell them, but he'll feed them and not run them over with a construction vehicle.
