When will my silkie roo man up??

So...I had seen my silkie roo trying to mate with one of my pullets (she isn't laying yet but I was told when I bought her that she was close to POL). She would sometimes squat for him when he tried to do his thing. He was a bit uncoordinated. He started doing this 1 month ago and he is currently 21 weeks old. For at least the last week or so I have not seen him try anything with the girls. Is this normal??

The girls may have pecked him for doing that. Is he lethargic?

He is still crowing, eating, drinking, grazing the grass etc...
