White Pharaoh is lethargic and laying on her side.

Hello I'm new to hatching quail. On my first hatch we had a white baby that I decided to keep. She was doing great and now she is very lethargic and just lays on her side. She is acting like she has no control on standing up, she also looks like she is gasping for air. I have moved her back inside with a heat lamp and clean bedding. She did drink some yesterday but nothing today. I have dipped finger in gatoraid and put some on her beak but it seems like nothing is working. Can she be saved and how. She is my baby.
